This is a supplication in which the all Merciful Allah (swt) is beseeched in the name of and for the sake of the Holy Prophet (pbuh) and his Ahlul Bayt (as). The Du'a goes through each fo the 14 infallibles, mentioning their qualities and asking for their intercession. It has been narrated that there is no problem that this Du'a does not solve and the Du'a is thereby knows as a 'quick fulfillment of all legitimate desires' Du'a.
